Traditionally, conflict has been considered the exclusive domain of interior and foreign ministries or university departments of law, political science and international relations. The Challenges of Conflict and Peace in the Citizens' Century 15 In today's world, many conflicts cannot be understood without reference to the human beings fueling them, and many governments have either been unable to deal with deep-rooted human conflict or have collapsed in the face of it. Often, the problem is not that citizens are not engaged but that they get their minds around issues in ways that are different from the reasoning of officials and experts.

Behind the factual answers to those questions is this deeper question: What are the real relationships among the conflicting parties? Probing for the real relationships underlying a conflict identifies more precisely the parties to the conflict. Those relationships can be analyzed in terms of six elements that operate in any relationship: (1) identity, both physical and psyi:hological; (2) interests, both material and human; (3) patterns of 26 Chapter One interaction, including communication; (4) power, both material and relational; (5) respect for others' limits; and (6) perceptions and misperceptions.
